Expanding Quality Metrics to Include Telehealth

The use of telehealth services through a variety of modalities has increased significantly over the past decade. The advancement of mobile health devices, remote monitoring technologies and store-and-forward capabilities have supplemented the use of videoconferencing in ways that provide care to patients in areas such as chronic disease, stroke, mental and behavioral health, and dermatological care, among other clinical areas. However, even with this growth, there are still concerns about bout the utility and benefit of telehealth services, as there are no current measures to evaluate its affect in access to care, cost, effectiveness and overall patient/provider experience. The National Quality Forum (NQF) developed a framework in 2017 that provides a guide to the development of measures that assesses and evaluate telehealth in these areas. Jason Goldwater, the Project Director for this framework, will lead a discussion on how the framework was created, the way the framework can effectively be utilized, and the next steps in developing robust quality measures to provide unparalleled insight in the effect of telehealth on patient outcomes of care.

Becky serves as the Program Director for the Upper Midwest Telehealth Resource Center (UMTRC). In this role, she works with our UMTRC consortium partners to provide a single point of contact for telehealth resources throughout Indiana, Illinois, Ohio, and Michigan. The UMTRC provides educational and outreach presentations, individualized technical assistance, facilitation, and connections to resources via our website and project staff.

IRHA & UMTRC Conferences

It is hard to believe that 2018 is more than halfway gone!  Just a couple of weeks ago, the Upper Midwest Telehealth Resource Center (UMTRC) staff participated in the Indiana Rural Health Association’s (IRHA’s) 21st Annual Conference!  The conference, held at the historic French Lick Resort and Casino in French Lick, Indiana drew 557 attendees from all over the country.  There were 5 separate telehealth breakout sessions including topics from the culture changes in telehealth programs, the Cincinnati VA telehealth programs, avoiding transfers, emergency telemedicine, and infant mortality with a combined attendance of 140 people.  The National Telehealth Technology Assessment Center staff traveled all the way from Anchorage, Alaska to provide a Telehealth Showcase that allowed participants to compare various telehealth dermatology cameras and digital stethoscopes.

United States Census Bureau to Track Telemedicine Visits

The U.S. Census Bureau recently announced that it will submit a proposal for changes to the Service Annual Survey to the Office of Management and Budget (OMB). Within the announcement, the Census Bureau estimates that mental health professionals have been increasing their use of telemedicine during the current opioid crisis and expects more providers to deliver services via telemedicine as insurance coverage for telemedicine delivered  services increases. Therefore, they propose to begin measuring telemedicine as part of a yearly questionnaire administered to service businesses.

2019 National Telehealth Research Symposium

The Society for Education and the Advancement of Research in Connected Health (SEARCH) started in 2016 as a small team of academics, researchers, and clinical professionals who met to discuss the need for:

  1. A society of connected health researchers—free from commercial bias—to prove (or disprove) the benefits of telemedicine
  2. An annual meeting of open discussion revolving around telemedicine research, findings, and national priorities with the goal to share the findings and foster research collaborations among researchers and organizations who wish to define and develop the field of connected health research.

    • SEARCH2017 Spring – Leesburg, Virginia
    • SEARCH2017 Fall – Philadelphia, Pennsylvania
    • SEARCH2018 – San Diego, California

SEARCH has developed into a society with a goal to promote connected health programs through the use of evidenced-based research.
